In response to strong public pressure, Ohio has adopted a stringent D WI law which increased penalties and streamlined procedures so that more offenders would be subject to harsher punishment. This Article analyzes the new law and the obstacles to its effective enforcement, such as Ohio\u27s constitutional guarantee of municipal home rule. Finally, the Article assesses the likely deterrent effect of the new law, and offers proposals to enhance the effect and promote the purposes of the statute
