En el año 2003 se abrió un nuevo ciclo político en Argentina que implicó profundas transformaciones respecto de la década precedente. Entre ellas se destaca un replanteo de las relaciones del Estado con las empresas privatizadas. El trabajo aborda el accionar del Estado en los servicios públicos durante el período 2003-2015, estudiando comparativamente dos servicios del Área Metropolitana de Buenos Aires que fueron reestatizados en dicha etapa: el de agua potable y saneamiento y el de transporte ferroviario de pasajeros.
