Changes and interactions within economic modernization : interdependencies and technological influences between the United States and France from 1914 to the 1930's

Dès 1914, l’essor industriel des États-Unis fascine. Au cours de la guerre, il suscite en France l’intérêt des élites techniciennes garantes d’un procès critique des capacités du pays à développer et à opposer à la concurrence internationale ses industries innovatrices ; au besoin en dégageant un enseignement des expériences étrangères, y compris germaniques. Dans une approche contextuelle qui insiste sur la diffusion internationale des technologies dans l’entre-deux-guerres, cette étude analyse en France l’influence des avancées techniques et industrielles des États-Unis tout en révélant les formes et les intérêts complexes des relations bilatérales intentionnelles. Si les visions réciproques révèlent des réseaux d’échange modernes, la comparaison des évolutions industrielles des deux pays permet de saisir les interdépendances et les déséquilibres technologiques qui commandent les coopérations à travers lesquelles se dessine la modernité, et ses mouvements. Des réseaux institutionnels divergents et des politiques d’innovation décalées expliquent la discontinuité des transferts de technologie tout comme les choix ciblés, leurs réussites. Les tentatives d’adaptation, stimulées par les firmes internationales, se confrontent aux choix technologiques nationaux français tandis que la multinationalisation des réseaux commande l’ouverture dès l’époque de la Prospérité. La diversification des échanges internationaux est-elle en contradiction avec les voies françaises du développement technique ? Dans les années 1930, alors que s’impose la concurrence des cycles d’innovation, l’émergence de ces derniers aurait au contraire préparé le pays à la continuité des influences extérieures qui s’imposent au cours de la seconde moitié du siècle ?Before 1914, and during the course of the war, the tremendous growth of the American industrial might fascinated the Europeans and the French in particular.. It aroused the concern of the French technical elites, from whom originated a critical report of the national ability to develop modern high technology industries; if necessary modelled on foreign experience. Being, in some aspects, a contextual analysis, this thesis place an emphasis on the international diffusion of technology in the Interwar years. The aim of our investigation consist in several routes and ways by which the technical and industrial dynamic model of the United States has affected the French industrial development, revealing the forms and the complex interests of intentional and clearly accepted bilateral industrial relations. If the mutually agreed contacts reveal the existence of up to date exchange networks, comparing the industrial evolutions render possible the apprehension of interdependencies as well as the technological imbalances which govern business cooperation and open the paths of modernisation. Divergences in policies explain the eventual discontinuance in technological transfers, as well as defined choices, their success. The processes of adaptation, endorsed by multinational enterprises, were often unadapted to the french technological options. Anyways, in a time of growth and prosperity, the push toward industrial multi-nationalisation called a new way of industrial understanding.
