Reducing protest through elite co-optation? : parliamentary opposition parties and political protest in Russia's regions

Die Arbeit geht der Frage nach, welchen Einfluss Kooptation von Oppositionsparteien in russischen Regionalparlamenten auf das jeweilige Protestverhalten der Parteien und ihrer Aktivisten hat. Die Theorien über die Stabilisierung autoritärer Herrschaft mithilfe formal demokratischer Institutionen gehen u.a. davon aus, dass Eliten ausgewählter Oppositionsparteien in Parlamenten durch materielle Anreize dazu motiviert werden, ihre Anhänger von potentiell destabilisierendem Protest abzuhalten. Die Arbeit untersucht das Protestverhalten der drei russischen parlamentarischen Oppositionsparteien (KPRF, LDPR und SR) während der Protestwelle von Dezember 2011 bis März 2012 in Abhängigkeit von ihrer Kooptation in den Regionalparlamenten. Kooptation wird gemessen über die Anzahl der Führungsposten (Ausschussvorsitze, Vizesprecherposten), die jede Oppostionspartei bekleidet. Parteiprotest wird erfasst über 1) die Anzahl der jeweils von der Partei organisierten Protestereignisse und 2) die aggregierte Anzahl der bei Demonstrationen anwesenden Parteiaktivisten. Die Ergebnisse zeigen klare Unterscheide zwischen den drei Parteien. Während die Kommunistische Partei (KPRF) ihr Protestverhalten weitgehend unabhängig von der Kooptation der Parteieliten gestaltet, zeigt die Analyse für die LDPR und SR einen deutlichen negativen Zusammenhang zwischen Kooptation und Protestmobilisierung auf beiden Indikatoren. Die Ergebnisse legen nahe, dass Kooptation durchaus bei der Unterbindung von Protest dienlich sein kann – wenn auch in unterschiedlichem Maße für verschiedene Akteure.The thesis investigates the question how co-optation of oppositional parties in Russia’s regional legislatures influences the protest behaviour of the parties and their activists. Theories of the stabilization of authoritarian regimes through formally democratic institutions postulate that elites of selected opposition forces receive material incentives in parliaments that motivate them to demobilize their radical supporters, which leads to increased regime stability. This thesis investigates the protest behaviour of the Russian parliamentary opposition parties (the CPRF, the LDPR and JR) and their activists during the protest wave of 2011/12 as a function of the degree of each party’s co-optation in the regional legislatures. Co-optation is measured by the number of leadership posts (committee chairs or vice speakerships) that a party holds in the regional legislature. Protest mobilization is captured by two separate indicators: 1) the number of protest events organized by the party and 2) the aggregate number of party activists present at protest events in a region. The results show clear differences between the parties: Whereas the protest behaviour of the communist CPRF is not influenced by the co-optation of the regional party elites, the analysis shows a clear negative correlation between co-optation and party protest on both indicators for the LDPR and JR. The results suggest that co-optation is indeed effective in reducing protest – but that its effect varies for different actors
