International audienceDuring the first decades of the Third Republic, the Quai d'Orsay systematically used expert lawyers from a small pool. The forms of their activities and their status are gradually codified, the frameworks of their interventions defined, leading to the emergence of the ambiguous figure of a new type of jurisconsult, little studied in the French context, both an apostle on the international scene of a universal right and a servant of the interests of his country.
