Fulfillment of Values and Realization of Interests : ‘Normative Europe’ on North Korean Nuclear Weapons Program

European Union’s stance toward North Korea turned hawkish and converged with the US policy after the second North Korean nuclear crisis in 2002. Not only does EU issue statements blaming North Korea’s nuclear tests and missile launching in strongest possible words, it also imposes sanctions on North Korea in line with the UN Security Council Resolutions and implements its own autonomous restrictive measures extensively. While the magnitude of security threat to Europe posed by North Korea’s nuclear and missile program is not very significant, while Europe’s foreign policy identity is based on differentiation from the US, and while sanctions are known to be not very effective tool for inducing desired changes in target countries’ behavior, Europe has been consistent in its pursuit of hawkish policy toward North Korea. Why? Europe’s approach toward North Korea can be explained in terms of Europe’s willingness and eagerness to utilize the North Korea’s nuclear and missile program as an opportunity to consolidate its credential as a ‘normative power,’ to lay the ground for a diplomatic footing in Northeast Asia, and, above all, to restore the trans-atlantic relationship that had been severely damaged in the course of the War against Terror.??? ????????? 2013?????? ????????????(????????????????????? ?????????????????????????????????)?????? ????????????????????? ???????????? ????????? ?????????(????????????: 2013/SIA3A2/052725)
