At the beginning of the XXth Century, the issue of neglected and abandoned children gained ground in industrialised countries, both in Europe and North America. In the more general context of the development of the Social State, people became increasingly concerned about the care of these children. Beyond such concepts as delinquent, «guilty» or «vicious» children, social actors in the area of juvenile deviance put forward the idea of children «in moral danger», who are in need of protection.
