ANALISIS KASUS TINDAK PIDANA CAROK YANG DILAKUKAN OLEH ANAK (Studi Kasus Tindak Pidana Carok yang Dilakukan Oleh ASPEN dan COIM di Desa Demung, Kecamatan Suboh, Kabupaten Situbondo)

In nowadays Indonesia have been said as optimal yet in child protection effort, there are many things that is necessary to be learn for our nation in order to capable in child protection effort as well. The child protection effort should not be related with space and time because every children in this universe must receive ministration intensively before experiencing variety of sub culture in social life. On January 8, 2017, at Demong village, district Suboh, Situbondo regency, there was an incident that attracts people attention, the carok criminal act that was done by children which name are ASPEN and COIM. It had indicated that child protection effort did not perform properly. Moreover, it was clearly become a clash toward child protection law number 35 in 2014 and child prosperity law number 4 in 1979. Based on the problem, the researcher presented written law and the research method was conducted by means of juridical-empirical approach that was studied as descriptive qualitative toward the problem formulation about chronology of Carok criminal act that was done by ASPEN and COIM, role of society and action of police in Situbondo regency in overcoming Carok criminal act that was done by ASPEN and COIM. This study aims to give facts that has validity level about carok criminal act position that was done by ASPEN and COIM. Meanwhile, it is able to give conclusion as foundation of criticism, and suggestion in the context of law renewal and law improvement in Indonesia
