SISTEM PENGUASAAN DAN PEMANFAATAN TANAH ADAT DI DESA ULAKAN KECAMATAN MANGGIS KABUPATEN KARANGASEM PROVINSI BALI

In its exclusion, ulayat rights should be protected and recognized by local governments where such protection and recognition should be included in local government regulations where local government regulations are capable of protecting and prospering indigenous and tribal peoples. In reality there are still many rights of customary law communities that are violated, including customary rights, where the customary rights are not being inputted in local regulations or regional governments do not specifically explain the rights of indigenous and tribal peoples, especially in the field of adat land, it is necessary to pay attention the rights of indigenous and tribal peoples by local governments, especially in the province of Bali. In Bali, customary land or ulayat lands are lands that are under the authority of Pakraman village. Pakraman Village is a term / name for indigenous customary law community unity in Bali. Communities who are not native to Bali still do not know the systematics of customary lands in villages in Bali, whether they are useful or indigenous land uses and who has the right to manage or own the customary lands or customary lands, and how are the requirements that must be fulfilled if you want to manage or own the land. This study aims to provide information to the community about customary land law in Ulakan Traditional Village which information is addressed to the people of Bali and especially the people of Indonesia. So the researcher presents final project writing with empirical juridical approach method which is then studied descriptively qualitative.
