The high public demand for transportation means, sometimes making people forget the safety aspect, it can happen because, in practice we often meet, that the function or the use of transportation is not intended properly. The purpose of this research is 1) To know the real motive of the use of goods car used to transport people 2) To know the actions taken by the Police against the use of goods transport used to transport people and 3) To know the police constraints in dealing with the use of freight transport to transport person. The research approach used in this research is Sociological juridical. The results showed that the motive of the use of car goods to transport people in the area of Resort Pasuruan is the motive of economic motives, passenger cars are limited seats, the availability of facilities and the lack of transportation. Police action against the use of car goods for the transport of people in the area of Resort Pasuruan that is with preventive efforts (prevention) that is 1) socialize directly to the community 2) Installation of appeal stickers and 3) Conducting patrols and raids at various points on public streets . Police obstacles in handling the use of freight cars for the transport of people that is 1) The complex problem faced by Pasuruan Resort 2) Members of the Pasuruan Regency Resort personnel who have not been ideal. 3) Low sanctions or penalties to be paid by violators 4) Motorists have not yet understood about the obligations on the road so that the safety of self and passengers is less attention and 5) The low knowledge owned by the driver
