The interest in the evaluation of active labor market policies has been growing since the 80's in France. Evaluation practice has always existed, but we want to show that the form of evaluation has changed because of the role of state, particularly through active labor market policies has changed. Indeed, evaluation issue has come into light in the period of economic crisis which concerned all the advanced capitalist economies. Governments have to manage with the immediate consequences of crisis, like mass unemployment in France and growing poverty in the United States.
