Les débuts de l'enseignement professionnel dans le Nord : l'exemple de l'E.N.P. d'Armentières

Vocational training is not a creation of the xixth century, it has existed a long time before. However, it is only around 1860 that one begins to look at it closely, and is the 1880' s that it begins its real development under parliamentary supervision. The government of the nird Republic wished to promote this type of training through the creation of the Ecoles Normales Professionnelles (Teachers 'Training Colleges for Vocational Training) in the departments where the needs to train skilled workers were particularly obvious. This is how the Armentières E.N.P. was created in 1882. But far from enjoying a unanimous welcome when the decree was signed, this college was to meet numerous problems of installation. The stakes were high fot the government who kept a strict control over this undertaking ; and yet it only really got started in the last years of the xixth century, around 1893. There are only four of these national colleges in France in 1898, and the government could not stop there. The first years of the xxth century saw the blooming of many projects, but the major law on vocational training was at the origin of an ever- present conflict between state undertakings and private initiative, as every form of education is rooted in economic and social realities, but also, and that may harm it, political. In that sense, as Mrs Mayeur underlines it, studying the problems of education at a given time allows to see this period reveal itself under a new and often unexpected light.L'enseignement professionnel n'apparaît pas au XIXe siècle, il existe bien avant. Cependant c'est vers 1860 que l'on s'y intéresse tout particulièrement, et surtout dans les années 1880 qu'il connaît un véritable essor encadré par la législation. Le gouvernement de la IIIe République a voulu promouvoir cet enseignement en créant des Ecoles Nationales Professionnelles dans des départements, où la nécessité économique de former des ouvriers qualifiés, se faisait sentir. C'est ainsi que fut créée en 1882 l'E.N.P. d'Armentières. Mais loin de faire l'unanimité lors du décret de sa création, cette école connut de nombreuses difficultés de mise en place. L'enjeu était important pour le gouvernement qui encadrait strictement cette entreprise : elle ne connut cependant de véritable démarrage qu'à la fin du XIXe siècle, vers 1893. Car elle fait également naître un conflit toujours actuel entre les entreprises gouvernementales et les initiatives privées, toute forme d'enseignement s'ancre dans des réalités économiques et sociales mais également, et cela peut lui être préjudiciable politiques.Het beroepsonderwijs is geen nieuwigheid in de xixe eeuw, het bestond al lang. Maar rond 1860 bestaat er een grote belangstelling voor dit type onderwijs dat in de jaren 1880 een hoge vlucht kent. Inderdaad, de regering van de IIIe Republiek steunt deze vorm van onderwijs door de oprichting van « Ecoles Nationales Profesionnelles », nationale beroepsscholen, in die departementen waar er een economische noodzaak bestaat gekwa- lificeerde arbeidskrachten te vormen. Zo werd in 1882 de E.N.P. van Armentières opge- richt, bij dekreet, maar, vreemd genoeg, bleken heel wat problemen een snelle start te bemoeilijken. De regering voor wie veel op het spel stond, keek nauwlettend toe, maar pas op het einde van de XIXe eeuw, in 1893, had de school sukses. Er waren in 1898 maar vier nationale beroepsscholen en dat was zeker geen eindpunt voor de regering. In de eerste jaren van de XXe eeuw ziet men heel wat projecten te voorschijn komen, maar de grote wet op het beroepsonderwijs is ook de oorzaak van een nog altijd actueel conflict tussen het overheids — en het privé — initiatief. Elke vorm van onderwijs wortelt in de economische en sociale werkelijkheid, maar ook — en dat is niet altijd een voordeel — in een politieke situatie. Mevrouw Mayeur onderstreept terecht dat als men zich voor het onderwijs in een bepaalde période interesseert, dan ook onbekende aspecten van die tijd ontdekt.Vanacker-Dhorme Catherine.
