New Caledonia pursuing economic balance and social unity. — New Caledonia is a French Overseas Territory, relatively large (19,000 sq. km. and chronically under-populated (14,600 inhabitants in 1983). — This archipelago offers a large population diversity both historically and from a proto-historic view as well. The existence of a very old agrarian civilization has been deeply influenced by the establishment of an urbanized and industrial allochtone society. Nevertheless a rural Melanesian group continues to exist in the archipelago and is situated in the «perimeter reservations » located in the heart of the Central Mountain Range in the outlying islands. The multi¬ ethnic technician group is concentrated round Noumea, in a few secondary urban cen¬ ters and at some mineral extraction sites ; still, it is nonetheless economically predominant. The juxtaposition of an important urban center and vast unpopulated spaces toge¬ ther with the absence of intermingling among the large ethnic groups outside of the urban center, is a situation that is responsible for the existence of deep antagonism in the island population. Economic balance and the unification of the island society thus require serious institutional reforms. And since the source of wealth is concentrated primarily in the urban sector, it is of the utmost necessity to create an industrial and service center in the northern portion of the island having the status of a «free port » in order to revitalize the territory.La Nouvelle-Calédonie est un Territoire français d'Outre-Mer relativement vaste (19 000 km2), chroniquement sous-peuplé (14 600 hab. en 1983). Cet archipel présente une grande diversité dans son peuplement tant historique que proto-historique. L'existence d'une civilisation agraire multi-séculaire n'a pas manqué d'être profondément affectée par la mise en place d'une société allochtone, urbaine et industrielle. Une société rurale mélanésienne se maintient néanmoins dans l'archipel, ancrée dans des «périmètres de réserves » situés principalement dans la Chaîne Centrale et dans les îles périphériques. La société pluri-ethnique technicienne prenant appui sur l'agglomération de Nouméa, de petits centres urbains secondaires et des sites d'extraction minière, n'en est pas moins économiquement dominante. La juxtaposition d'un pôle urbain majeur et d'immensités sans hommes, l'absence d'interpénétration de grands groupes ethniques hors du pôle urbain, sont à la base d'antagonismes profonds. L'équilibre économique et l'unification de la société passent donc par des réformes institutionnelles permettant un réaménagement de l'espace. Et comme la source de la richesse s'exprime essentiellement dans le cadre urbain, la réalisation d'un centre industriel et de services, ayant statut de «port franc » dans la moitié septentrionale de la Grande-Terre s'avère prioritaire pour revitaliser le Territoire.Doumenge Jean-Pierre.
