L'institution des architectes départementaux et municipaux et la concurrence des ingénieurs, en France, au XIXe siècle

During the XIXth century two catagories of official construction services were created in the French provinces. These were the regional services and those at the level of City councils. They were in charge of public works, the financial control of these works and also they monitored the respect of the architectural norms which were retained by central government. At provincial level the central government was represented by a prefect while in Paris a « general council for public works » was created for this purpose in 1795. This service however became only operational as from 1838. Hand in hand with the expansion of towns and related public works which became more important the above services contributed to the development of the importance of professional engineers. This was in particular the case in townships such as Lille and Arras.Au cours du XIXe siècle, deux services officiels d'architectes sont installés dans les villes de province. Il s'agit des architectes départementaux et municipaux. Ils sont res- ponsables des chantiers de construction publique, du financement et du style adopté devant l'administration centrale représentée localement par le préfet et à Paris par le conseil général des bâtiments civils créé en 1795, mais durablement mis en place en 1838. Dans un contexte d'agrandissement et de grands travaux urbains, des ingénieurs de formation ont rencontré les conditions d'un épanouissement professionnel au sein de ces institutions, particulièrement dans le cadre de grandes communes comme Lille ou Arras.Marie- Josèphe Lussien-Maisonneuve, Anne Langlet, Provinciale en stedelijke bouw- kundige diensten en het ontstaan van concurrentie tussen architecten en ingénieurs in Frankrijk in de XIXde eeuw. In de loop van de XIXde eeuw werden in Frankrijk twee officiele bouwkundige diensten gesticht : provenciale en stedelijke diensten, die verantwoordelijk waren voor open- bare werken, de financiering daarvan en de bewaking van de bouwstijl gekozen door de centrale overheid die lokaal vertegenwoordigd werd door een prefect. In Parijs was de centrale overheid vertegenwoordigd door een « algemene bouwkundige raad » opgericht in 1795, maar die pas werkelijk operationeel werd vanaf 1838. Hand in hand met de schaalvergroting van de steden en de belangrijke openbare werken daarbij, hebben deze diensten in belangrijke mate bijgedragen tot de ontwikkeling van de beroepsgroep van professionele ingénieurs. Dit was in het bijzonder het geval in grote steden zoals Lille (Rijssel) en Arras (Atrecht).Langlet Anne, Lussien-Maisonneuve Marie-Josèphe.
