La révision du Plan régulateur, acte fondateur du nouvel urbanisme napolitain

The city council elected in Naples in 1993 has set a new planning regulation, which redefines the objectives of urban development. Restoration of the cultural and symbolic role of the old city center, reconversion of obsolete industrial establishments, rehabilitation of landscapes and vegetation, and the improvement of the transportation network are among the main spatial interventions. They are designed to accompany the social and economic changes of a post-industrial era that are linked to the harbour entrance. Demographic stability justifies the decision not to expand the built-up area. However, the complex approval process of the plan and the limit of its authority to the urban area within municipal limits may thwart the ambitions of city planners.La municipalité élue à Naples en 1993 a établi un nouveau plan régulateur général qui redéfinit les objectifs du développement urbain. La restauration du rôle symbolique et culturel du centre ancien, la reconversion des friches industrielles, la réhabilitation des paysages et du couvert végétal, l'amélioration du réseau de transports figurent parmi les grands thèmes d'intervention spatiale destinés à accompagner la mutation économique et sociale liée à l'entrée de la ville- port dans l'ère postindustrielle. La stabilité démographique justifie le choix de ne pas étendre les surfaces bâties. L'ambition urbanistique est contrariée par la complexité du processus d'approbation du plan et la limitation de sa compétence à l'intérieur des limites communales.Graff Philippe.
