Regulation and reform in the Soviet Union This article tries to explore the regulation or equilibration constraints of perestroïka in the Soviet Union today. In a first part, the author adresses the question of equilibrium in a Soviet-type economy : why don't the decentralized decisions of interdependent economic agents, in a non-market economy with blatantly unbalanced plans, lead to chaos ? Why do they produce a certain consistency after all ? The author argues that this question is highly relevant and proposes a bounded rationality approach to analyze it.
