The concept of “democratic healthcare” is characterized by the call for citizens-users-patients in the healthcare system to act as participants in this system. It refers to the notion of participatory democracy which, long considered with suspicion in France, seems to have become a more widely-accepted concept. This notion primarily touches on three areas: the development of healthcare policies at the national or local level, the overall functioning of healthcare institutions, and the individual’s care pathway process itself. This article deals with the first two areas, thus excluding from our analysis the issue of individual or patients’ rights.
