Agricultural Surpluses are Difficult to Control The French agricultural production grew by 1 ,9 % a year between 1 959 and 1 991 . Thanks to the Common Agricultural Policy, the Community which started with a deficit became self-sufficient for numerous products. But the price support policy with a market guarantee has turned out to be more and more costly. After 1984, measures aiming at curtailing or limiting the most supported products and the community's expenses became widespread. They had good results for oleaginous products, wine and milk, but little effect on grain production.
