Les effets économiques de la prospection et de la production du pétrole et du gaz naturel de la mer du Nord

Several Britain regions are interested in the economic effects of the oil and gas prospection and production in the North Sea : the Shetland and Orkney islands, the country of Aberdeen, where is the Saint Fergus gas terminal, which treats the gas of Frigg, the region of Teesside which receives oil and gas from Ekofisk, the East-Anglia which takes advantage of Southern North Sea natural gas layers. The production and the hopes are relatively unambitious, but the economic effects are already very important over the North Sea neighbourhood. The Stateriversides organize a strict checking of the oil and gas production, in Norway as well as in Great Britain. Great Oil Societies (four European and two American) work above the layers and assure the flow by sea-lines towards Great Britain. This working has made possible the collaboration between all the European specialists of oil buildings offshore. Four ports and airports benefit specially from it : Stavanger, Bergen, Aberdeen and Dundee. On the platforms, a highly qualified staff is employed. Norway is above all interested in the building of platforms and equipments. Scotland no more knows a large migration of its engineers and its workers. North-East England takes advantage of it in accelerating its industrial reconversion. New oil refineries have been built or planned. But, of course, the regional unbalances between the West and the East Great Britain is increasing.Plusieurs régions britanniques sont intéressées par les effets économiques de la prospection et de la production du pétrole et du gaz naturel en mer du Nord : les îles Shetland et Orcades, le comté d'Aberdeen, où s'est installé le terminal gazier de Saint Fergus, la Teesside, qui traite le pétrole et le gaz d'Ekofisk, la région de l'East Anglia, qui bénéficie du gaz naturel des gisements méridionaux de la mer du Nord. La production et les espoirs sont relativement modestes, mais les effets économiques sont déjà importants sur les zones au voisinage de la mer du Nord. Les Etats riverains exercent un contrôle strict sur la production, tant en ce qui concerne la Norvège que la Grande-Bretagne. Plusieurs grandes sociétés pétrolières (quatre européennes et deux américaines) exploitent les gisements et assurent l'écoulement de la production vers la Grande-Bretagne par les sea-lines. Cette exploitation a permis une fructueuse collaboration entre tous les spécialistes européens des constructions pétrolières en offshore. Quatre ports et aéroports sont particulièrement bénéficiaires : Stavanger, Bergen, Aberdeen, Dundee. Les plates-formes font vivre un personnel très qualifié. La Norvège est surtout intéressée à la construction des plates-formes et des équipements. L'Ecosse ne connaît pas d'émigration importante de ses cadres et de ses ouvriers. L'Angleterre du Nord-Est en profite pour accélérer sa reconversion industrielle dans le cadre des Development Areas. De nouvelles raffineries de pétrole ont été construites ou sont projetées. Mais les déséquilibres régionaux entre l'Ouest atlantique et l'Est de la Grande-Bretagne se sont accentués en contrepartie.Dezert Bernard.
