In the major philosophical theories of 18th and 19th centuries the question of the people arises, in his connection to the sovereign, its unit and its divisions. A first approach considers that the social contract constitutes the base on which the connection of the people to the sovereign is determined (and reciprocally). Whereas Rousseau proposes the idea of one - difficult - "merging" between one and the other, Kant refers to the mediation of the legal laws which melt and populates it and the State through the public use of the reason.
