Local Government Budgeting : theoretical and tactical aspects

Norsk: Rapporten gir en teoretisk drøftelse av ulike problemstillinger tilknyttet kommunalbudsjettering med sikte på å fordele en gitt total driftsutgift på de forskjellige oppgaver for å oppnå størst mulig velferd for innbyggerne. Utgangspunktet er at driftsutgiftene til de enkelte utgiftsformål kan tolkes som indikator for velferdsvirningene. Leseren forutsettes å ha grunnleggende kunnskaper i økonomi, matematikk og statistikk tilsvarende bachelor i økonomisk/administrative fag.English: The report contains a theoretical discussion of different problems of local government budgeting. The question is how is a given amount of expenditure distributed among different local government task in order to maximise the welfare for the inhabitants. The analysis is based on the assumption that expenditure in a field can be considered as an indicator of welfare.
