Study on reverse logistics of vegetable oil residue in metropolitan contexts: the case of the municipality of Duque de Caxias - state of Rio de Janeiro RJ

O óleo vegetal é utilizado no preparo de alimentos, gerando o óleo vegetal residual com elevado potencial poluidor quando descartado na rede de esgotos ou no solo. Contudo, esse resíduo pode ser coletado para ser reinserido em cadeias produtivas por meio da logística reversa, aportando benefícios econômicos, sociais e ambientais. No Brasil, por ano, são gerados mais de 309 milhões de litros de óleo vegetal residual. A Política Nacional de Resíduos Sólidos tornou obrigatória a logística reversa de resíduos pós-consumo para alguns setores produtivos, através de acordos setoriais. Até o presente não havia sido firmado um acordo para o setor de óleo vegetal. O objetivo deste estudo é analisar a cadeia produtiva da reciclagem do óleo vegetal residual, tendo como estudo de caso o município de Duque de Caxias e de seu entorno, com vistas a identificar as barreiras existentes na implantação de um sistema de logística reversa desse óleo na forma de um Arranjo Produtivo Local. Trata-se de uma pesquisa exploratória e descritiva em relação aos fins. O levantamento de dados foi feito por meio de revisão bibliográfica e documental, complementada pelo estudo de caso. No trabalho de campo, utilizou-se da observação direta, aplicação de questionários e entrevistas semiestruturadas dirigidos aos representantes de setores selecionados: governamental, industrial, comercial (bares e restaurantes), cooperativas de catadores, recicladoras e associações de classe. Dentre as principais barreiras identificadas para a implantação da logística reversa do óleo vegetal residual no caso estudado, destacam-se: ausência do acordo setorial entre fabricantes, comerciantes e consumidores de óleos comestíveis; carência de incentivos à cadeia produtiva da reciclagem; atuação não integrada entre os atores e as ações governamentais; forte presença da informalidade nas atividades de coleta e destinação do óleo residual. Não existe um mecanismo de governança ou coordenação entre os setores pesquisados, fatores considerados importantes na organização de um Arranjo Produtivo Local. Conclui-se que qualquer proposta de implantação de logística reversa pós-consumo do óleo vegetal residual não pode estar desvinculada do contexto mais amplo da política pública de resíduos sólidos urbanos. Espera-se que esse estudo contribua com o aumento do conhecimento sobre o tema e para o fortalecimento das ações existentes com relação à gestão desse resíduo no estado do Rio de Janeiro. The aim of this study is to analyze the productive chain of recycling of waste vegetable oil in the municipality of Duque de Caxias and its surroundings in order to identify the existing barriers to the implementation of a reverse logistics system of this oil in the form of a Local Productive Arrangement. This research is exploratory and descriptive in relation to the purposes. Data collection was done through literature and document review, complemented by case study. In the field work, we used direct observation, questionnaires and semi-structured interviews directed to representatives from selected sectors: government, industrial, commercial (bars and restaurants), recycling cooperatives, recyclers and associations. Among the main barriers identified to the implementation of the reverse logistics of waste vegetable oil in the case studied it is possible to highlight: the absence of the sectoral agreement between manufacturers, traders and consumers of edible oils; lack of incentives to the productive chain of recycling; lack of integrated activity among stakeholders and government actions; strong presence of informality in the collection and disposal of residual oil activities. There is not any governance mechanism or coordination between the sectors surveyed, factors considered important in the organization of a Local Productive Arrangement. It follows that any deployment proposal for postconsumer reverse logistics of waste vegetable oil cannot be separated from the broader context of public policy for municipal solid waste. It is expected that this study will contribute to increased knowledge on the subject and to strengthen existing actions with respect to the management of this waste in the state of Rio de Janeiro.
