IMPLEMENTASI KEBIJAKAN DALAM PENGELOLAAN ALOKASI DANA DESA DI KECAMATAN WALED KABUPATEN CIREBON

The main problem in this research is the implementation of policies in management of Village Fund Allocation in District Waled Cirebon was not effective. In this study, the researcher wants to find out the factors that cause ineffectiveness of policy implementation also correlation between authority of Village Consultant Board (BPD) and the village chief in managing Village Fund Allocation (ADD) in Waled District of Cirebon . The method used was qualitative research gaining the data which is more comprehensive in conducting the research. It was because researcher can freely use all instrument in collecting data based on type of the data required. Mean while the approach used was case study observation. The research findings show that the implementation of policies in managing the Village Fund Allocation in District Waled Cirebon was not effective particularly in the aspects of planning and supervising. In the aspect of planning, BPD did not effectively carry out its function as a planner due to the intervention of the village chief in designing a plan and the low awareness of society in participating during Musrenbangdes. Another factor was the incapability of village officials in managing the ADD as well as creating the accountability. The programs did not also represent the people’s aspiration and fulfill their needs. Meanwhile BPD less function as a supervisor and has not materialized "check and balance" between the village chief with BPD. Factors that lead to the ineffectiveness of ADD in managing the policy implementation from the points of content of policy are: a. the weakness of the competence of human resources in managing ADD, b. the inconsistency of policy implementation at the Village Administration, c. the lack of understanding of the budget report and financial accountability village, and d. the lack of sensitivity to political interests. While the views of the context of implementation shows: a. The lack of dissemination to the public, b. the existence of the interests of certain parties against the use of Village Allocation Fund, c. the imbalance number of officials, d. the unoptimal Governmental participation, and e. the authority of the village chief who is more dominant than BPD officials themselves. Based on the SWOT analysis, the effective strategy to optimize the relationship with the Village Head BPD authority in the managing the ADD in the District Waled Cirebon is to harness the power and opportunity to overcome weaknesses and anticipate threats, in particular by: a. Improving legal education to village authorities and members of the BPD regarding ADD, b. Improving the function of BPD in planning and supervising the management of ADD, c. Adjacent to the village chief, officials, and BPD, d. Outreach to the community about ADD, e. Improving the function of BPD, f. Persuasive approach in order to change community's habits and to increase people participation, and g. Implementing participative programs of rural development.
