Third External Programme and Management Review of IFPRI, 1998

External program and management review of IFPRI conducted between October 1997 and February 1998 by a panel chaired by Samuel Paul. The document contains an extract from the report of the CGIAR meeting in May 1998, a transmittal letter from the TAC Chairman and the CGIAR Executive Secretary, TAC comments, IFPRI's response, and a transmittal from the panel chair. The report and its discussion at TAC and the CGIAR represented a strong endorsement of IFPRI's activities, and contained numerous suggestions for additional work. The panel made four recommendations concerning research. They are concerned with water, outreach, impact assessment, and relevance. The panel encouraged IFPRI's board to be more active in ensuring relevance and impact. Special note was taken of IFPRI's 2020 Vision initiative. TAC recommended the preparation of a comprehensive outreach strategy. The panel asked that IFPRI add staff members experienced in developing country policy, and in disciplines other than economics.
