Report of an external management review of CIP, conducted in late 1988 and 1989, concurrently with an external program review, by a panel chaired by Lowell Hardin. The document contains a transmittal and comment by the CGIAR Executive Secretary, a letter from the CIP Board Chair describing the process by which CIP intended to address the recommendations of both reviews, and a transmittal from the panel chairman.The two external reviews, were delayed by about six months to permit CIP to start to remove weaknesses identified by a self-study.
