In this first comparative study of European aid, six donor agencies are critically assessed: Denmark, France, Germany, the Netherlands, the UK and the European Commission (DGVIII). With the focus on aid effectiveness, the agency comparisons cover their political structures, objectives, management and procedures. Questions explored include mechanisms to translate objectives into practice, country strategic programming, adequacy of personnel and how agencies learn the lessons of experience.
