PENGARUH KEPEMIMPINAN DALAM RANGKA PENINGKATAN KINERJA KARYAWAN PADA KANTOR BIRO UMUM SETDA PROPINSI JAWA TENGAH

Therefore the fact shows that its personnel effectiveness has not been optimal because of many factors, such as: the centralistic leadership style that has not been changed into participatory style, the low working motivation, and the low working capability. This research employed explanatory research type, with purposive random sampling technique to choose its 85 persons as samples. Data was quantitatively analyzed, while hypotheses statistical testing using Kendall's Tau correlation coefficient and Kendall Concordance. Based on the research result, it is proved that there is a positive and significant • correlation between Leadership and Personnel Perlbrmance at 0.608 1Cenclall's Tau correlation coefficient, between Motivation and Perlbrmance at 0.557, while between Personnel Capability and Perlbrnumce is at 0.418. Those three relations are at 0.000 significance level. The relations among those four variables are at 0.668 or 66.8(1/0 Adjusttd R.2 determination coefficient, meaning that indeed personnel working performance at this obureau is influenced by those three variables, namely leadership style, motivation, and working capability. Therelbre the rest 33.21Y0 is influenced by other factors outside these three researched variables. Kebijakan Pemerintah tentang otonomi daerah mengharuskan pemerintah daerah untuk meningkatkan kemampuan pegawai dan meningkatkan kemampuan organisasi. Dalam kaitannya dengan itu, Biro Umum Setda Propinsi Jawa Tengah sebagai lembaga publik berusaha mengembangkan organisasi, meningkatkan kualitas pegawai untuk mengikuti pendidikan teknis, fungsional dan penjejangan dengan malcsud untuk mewujudkan efelctifitas keija pegawai maupun organisasi sesuai syarat kuantitas maupun kualitas. Meskipun demikian kenyataan menunjukkan efektifitas ketia pegawai Biro Umum Setda Propinsi Jawa Tengah belum dapat dicapai secara optimal, karena belum tergesernya kepemimpinan sentralistik ke arah partisipasi f, rendahnya motivasi kerja pegawai, dan rendahnya tingkat kemampuan sumber daya manusia dalam hal ini pegawai. Penelitian ini menggunakan tipe eksplanatori, adapun tebnik nerwnmbilan sampel adalah purposive random sampling, dengan jumlah populasi atau sample sebesar 85,pegawai. Analisa data dalam penelitian ini dilaksanakan dengan analisis kuantitatif, uji hipotesis menggunakan uji statistik koefisien korelasi Kendall's Tau dan Konlcordasi Kendall's. Berdasarkan hasilpenelitian, terbukti bahwa terdapat hubungan yang positif dan signifikan antara variabel kepemimpinan dengan kinerja pegawai, Koelisien korelasi Kendall's Tau-b sebesar 0,608, sedangkan antara variabel motivasi dengan kinerja pegawai dengan koefisien korelasi sebesar 0,557, dan antara variabel kemampuan pegawai dengan kinerja pegawai dengan koefisien korelasi sebesar 0,418. Ketiganya tingkat signitikasi 0,000. hubungan keempat variabel tersebut dapat diketahui lewat koefisien determinasi Adjusted R.2 sebesar 0,668 atau 66,8%, artinya kinerja pegawai memang ditentukan oleh ketiga variabel yaitu kepemimpinan, motivasi dan kemampuan pegawai, sedangkan sisanya 33,2% dipeng,aruhi oleh faktor-faktor di I uar variabel penelitian yang tidak d i kaj i dalam pe ne i thin ini
