The last decade has seen enormous move-ment toward broadening access to scholarly literature. The number of articles published in an open-access (OA) manner continues to climb rapidly, as does the number of OA journals. Despite the growth and a near constant level of discussion and debate in the publishing industry, OA still has low priority for most researchers.
