Lecture Time: Every Friday, 13:30 – 15:30

This course is a basic introductory course on the public policymaking process and the values underpinning it. It aims to equip students with a basic knowledge of the functions and goals of public policy, structures and processes of public policymaking; and at the same time enable students to understand the dynamics and actors involved in the policymaking process. The 13-week lectures will be organized into THREE major parts. It will first touch on the key concepts of public administration study; the reasons for market failures and then the use of public policy. Then, the policy cycle and who stakeholders who attempted to shape the policy outcomes will be introduced. To strengthen students ’ understanding to the taught concepts, several special topics are set in the third part to lively explain the dynamics in policy processes
