Lecture Time: Every Tuesday, 1:30 pm –3:30 pm

This course is a basic introductory course on the public policymaking process and the values underpinning it. It aims to equip students with a basic knowledge of the functions and goals of public policy, structures and processes of public policymaking; and at the same time enable students to understand the dynamics and actors involved in the policymaking process. The 14-week lectures will be organized into FOUR major parts. It will first touch on the key concepts of public administration study; the reasons for market failures and then the use of public policy. Then, the policy cycle and who stakeholders who attempted to shape the policy outcomes will be introduced. To stimulate students ’ learning initiatives and facilitate their understanding on the taught concepts, two policy agenda in Hong Kong are selected for intensive examination in last part of the lectures
