overseeing a conservation plan to reduce withdraw-als from the Sparta aquifer and allow water levels to recover to a level that can be maintained through managed ground-water withdrawals. One major aspect of the plan is to replace ground water with surface water from the Ouachita River to supply large industrial demands in El Dorado, Arkansas. Construc-tion of a river intake and pumping facility (fig. 1) and 5 miles of 48-inch pipeline was completed in 2002. The facility will be capable of producing 65 million gallons per day (Mgal/d).
