The evaluation and analysis of tax preferential policies in Shanghai FTZ

摘要 自贸区的蓬勃健康发展需要税收优惠政策的支持与引导，但现行税收优惠政策的制定与实施并不是设立上海自贸区的真实意图，在实践尝试基础上的制度创新才是自贸区建设的最终目标。自贸区的税收优惠政策一方面可以促进法制、管制、税制三大制度创新，另一方面也强调税收政策本身的创新。税收优惠政策作为自贸区建设发展配套政策的重要部分，在其发展和功能定位的实现上具有举足轻重的作用，值得进行深入分析和探索。 上海自贸区设立运营至今已有三年时间，各项税收政策已在自贸区内落地实施。总的来看，自贸区现行的税收优惠政策还不能适应快速变化的经济发展形势，存在一定程度的滞后性和局限性，缺乏政策创新。这就需要对国际上成功自贸...ABSTRACT Vigorous and healthy development of the FTZ can’t be separated from the support of preferential tax policies.
