Bu araştırma kapsamında akaryakıt ve LPG istasyonlarında gerçekleşme ihtimali yüksek olan riskler incelenmiş, kamunun zarar görmesine neden olacak risklerin belirlenip bunlara karşı alınması gereken önlemlerin saptanmasına çalışılmıştır. Akaryakıt ve LPG istasyonlarında kamu güvenliği ve sağlığını tehdit eden risklerin verdiği zararları üç evrede incelemek doğru olacaktır. Bu üç evre tasarım ve yapım hazırlığı evresi, şantiyeni hazırlanması ve yapım evresi, kullanma evresi başlıkları atında toplanmıştır. Her evrede çevreye zarar verme ihtimali olan farklı tehlike kaynakları ve bu tehlike kaynaklarının verecekleri zarara karşı alınması gereken farklı emniyet önlemleri bulunmaktadır. İstanbul ili sınırları içinde faaliyet göstermekte olan iki büyük akaryakıt şirketinin yapım ve kullanım aşamasındaki 72 adet istasyonu incelenmiş ve bu istasyonlarda karşılaşılan öncelikli tehlike kaynakları belirlenmeye çalışılmıştır. Bu alan çalışması sonucunda elde edilen veriler incelenmiş ve İstanbul’ daki mevcut durumla ilgili fikir edinilmeye çalışılmıştır. Bu konudaki eksikler belirtilmiş ve alınması gereken önlemlerden bahsedilmiştir.In this study, the subject of “Inspection of the buildings and the construction of the petrol and LPG stations for public safety” is dwelled upon. In the study, the risks that can very possibly occur in petrol and LPG stations are analyzed, and after determining the risks that can be harmful for the public safety, it is attempted to decide upon the measures to avoid such risks. It would be meaningful to examine the harms inflicted by the risks, which are threatening the public health and safety, within three phase. These three phases are gathered under the titles of, phase of preparation for design end construction, phase of arranging the work site and construction, phase of operation. In each phase, the different sources of danger that may inflict harms upon the environment are analyzed, and different safety measures in order to avoid such harms originating from different sources of danger are provided. 72 number of petrol and LPG stations of two large petrol companies operating within the borders of the city of İstanbul, which are either operating or under construction are investigated and the primary sources of danger in those stations are attempted to be determined. The data obtained as a result of this field survey is examined and it is attempted to get an idea about the current situation in İstanbul. The deficiencies considering the subject are underlined and the necessary measures to be taken are mentioned.Yüksek LisansM.Sc
