Central Asia and the Gulf Area in the PRC Strategy

W artykule Autor prezentuje rolę chińskiej polityki surowcowej w strategii międzynarodowego oddziaływania ChRL. W jego opinii, wykorzystując poziom zapotrzebowania na surowce energetyczne, władzom chińskim udało się zniwelować amerykańskie plany zdobycia kontroli nad globalnym rynkiem obrotu i transportu surowców energetycznych. Równocześnie polityka ta zezwoliła na skuteczne ograniczenie amerykańskiej pozycji politycznej w Afryce, Azji Południowej i Centralnej. Niezwykle istotną konsekwencją chińskiej aktywności międzynarodowej jest odrodzenie się sojuszu Rosja–Chiny, który ma jednak ograniczony (taktyczny) charakter. Sporym wyzwaniem dla amerykańskiej i europejskiej polityki jest także włączenie do chińsko -rosyjskiej współpracy (w charakterze zwasalizowanego partnera) Iranu.In this article the author discusses the role of China’s natural resource policy in its strategy for exerting international infl uence. In his opinion, the Chinese authorities have taken advantage of growing demand for energy and in this way they succeeded in distracting America’s plans of gaining control over the global market of circulation and transportation of energetic resources. At the same time, this policy has enabled an eff ective limitation of America’s political position in Africa and Southern and Central Asia. One of the most signifi cant consequences of the Chinese international activity is the renewal of the Russia–China alliance with a limited tactical character, however. A major challenge for the American and European external policy is the inclusion of Iran as a vasalized partner into the Russia–China cooperation
