América Latina ¿hacia qué nuevo orden internacional?

Currently, there is a general perception of the need to introduce fundamental changes in the international economic and political order. However, this consensus does not go beyond the recognition that certain changes should take place. From this coincidence, the positions are multiple and reveal deep divergences. In this sense, it is useful to focus attention beyond the positions officially assumed in the countries of the North and the South. According to our hypothesis, both have their own scheme of the international economic order that will regulate the relations between the two groups of countries and between the countries of each group. Thus, devoid of their rhetorical or strictly current aspects, the new international economic orders of the North and the South are basically opposite and hardly complementary. Latin America, for its part, constitutes a representative example of the diversity of situations existing in the South.Actualmente, existe una percepción generalizada acerca de la necesidad de introducir cambios fundamentales en el orden económico y político internacional. Sin embargo, este consenso no trasciende el reconocimiento de que ciertos cambios deberían operarse. A partir de esta coincidencia, las posturas son múltiples y revelan divergencias profundas. En este sentido, resulta útil concentrar la atención más allá de las posiciones oficialmente asumidas en los países del Norte y el Sur. Según nuestra hipótesis, ambos tienen su propio esquema del orden económico internacional que regulará las relaciones entre los dos grupos de países y entre los países de cada grupo. De este modo, desprovistos de sus aspectos retóricos o estrictamente coyunturales, los nuevos órdenes económicos internacionales del Norte y del Sur son básicamente opuestos y difícilmente complementarios.
