Escenarios de seguridad en Europa Oriental y América Latina

The eighties have seen important changes in the international system. Among these, the transformations produced in the Warsaw Pact and the Rio Treaty stand out. In the 1990s, Eastern Europe and Latin America have the opportunity to rethink their possible security scenarios. In the present work, both regions are compared, establishing similarities and differences. From the perspective that the best security options are those that report the lowest cost for small states and contribute to the stability of the region, an exhaustive analysis is carried out of the three options that in his opinion are likely: balance of power, armed neutrality and collective security. It is concluded that only a collective security agreement constitutes the least burdensome system for weak countries.La década de los ochenta ha presentado importantes cambios en el sistema internacional. Dentro de estos se destacan las transformaciones producidas en el Pacto de Varsovia y en el Tratado de Río. En los noventa, Europa Oriental y América Latina tienen la oportunidad de repensar sus posibles escenarios de seguridad. En el presente trabajo se comparan ambas regiones estableciendo semejanzas y diferencias. Desde la perspectiva de que las mejores opciones de seguridad son las que reportan un menor costo para los pequeños Estados y contribuyen a la estabilidad de la región, se realiza un exhaustivo análisis de las tres opciones que a su juicio son probables: equilibrio de poder, neutralidad armada y seguridad colectiva. Se concluye que solo un acuerdo de seguridad colectiva constituye el sistema menos pesado para los países débiles
