LA SEGURIDAD REGIONAL: ¿HACIA UNA COOPERACIÓN REFORZADA?

The creation of th South American Nations Union (UNASUR) the 23rd of May, 2008, and particularly the South American Defense Council in December 2008, reveals a transition between systems in the scenario of defense and regional security. In the mid of frustrating experiences, vacuums and uncertainty in those spheres of a myriad of integration processes with their own expressions in the areas of security and defense, shared regional agendas, that inform of dynamics and complex realities, the interamerican and regional security and defense system is migrating to a kind of flexible organization, that combines some elements of collective security (TIAR) with other mechanisms and elements oriented towards cooperation (including the figure of reinforced cooperation). There you can see, for example, the Mutual Confidence Measures, adopted at UNASUR, regarding the interchange of information about defense systems, manpower, weapons and equipment, that go beyond of the concepts developed in the hemisphere, getting closer to the measures fostered under the frame of the European Security and Cooperation Organization (OSCE). In spite of the promising meaning of the trend to find cooperative and flexible ways to face threats and the challenges under the perspective to consolidate a regional peace and security architecture, the results have never been the same as expected. La creación de la Unión Sudamericana de Naciones (UNASUR) el 23 de mayo de 2008 y, en particular, del Consejo Sudamericano de Defensa (CSD) en diciembre de 2008 (puesto en marcha en marzo del 2009 con la Declaración de Santiago), revela una transición entre sistemas en el escenario de la defensa y la seguridad regional. En medio de experiencias frustradas (y frustrantes), de vacíos e incertidumbres (diferencias) en estas esferas, de múltiples procesos de integración con expresiones propias en los ámbitos de la seguridad y/o la defensa, agendas regionales compartidas que dan cuenta de realidades complejas, dinámicas y cambiantes (difíciles de controlar), el sistema regional e interamericano de seguridad y defensa se encuentra transitando hacia un tipo de organización exible que combina algunos componentes de seguridad colectiva (tipo TIAR) con otros elementos y mecanismo de carácter más cooperativo (incluyendo el sentido de cooperación reforzada). Ahí están, por ejemplo, las Medidas de Con anza Mutua adoptadas en la UNASUR en referencia al intercambio de información sobre sistemas de defensa, efectivos, armas y equipos, y que van más allá de los conceptos desarrollados en el ámbito hemisférico al acercarse a las medidas impulsadas en el marco de la Organización para la Seguridad y Cooperación en Europa (OSCE). A pesar de lo prometedor que ha signi cado esta tendencia de buscar fórmulas cooperativas y exibles para enfrentar las amenazas y desafíos en la perspectiva de consolidar una arquitectura de paz y seguridad regional, los resultados nales no siempre han sido los esperados.
