Evolution of the International Monetary Fund 1944-2010

Niniejsza praca śledzi ewolucję Międzynarodowego Funduszu Walutowego od jego powstania do 2010r. oraz wpływ, jaki na ten proces wywarła globalizacja gospodarki. Szczególnej analizie poddane są zmiany narzędzi i funkcji MFW. Historia Funduszu podzielona została na cztery okresy, wyznaczone przez daty istotne z punktu widzenia gospodarki światowej. Z upływem czasu Międzynarodowy Fundusz Walutowy z instytucji stanowiącej filar światowego systemu walutowego przemienił się w organizację o relatywnie niewielkim wpływie na ten system. Przez większą część swojej historii MFW zbyt wolno adaptował się do zmieniającej się rzeczywistości, co w znacznej mierze rzutowało na jego skuteczność. Ewolucja w dużej mierze polegała na przyjmowaniu nowych funkcji, w efekcie czego Fundusz stał się konglomeratem finansowym, któremu brakowało jasno określonej tożsamości. Kryzys finansowy z 2008 r. pokazał, iż Fundusz wymaga gruntownych zmian w zakresie udziałów i siły głosu poszczególnych państw, a także przydzielonych mu funkcji i praw. Jedynie wprowadzenie zasadniczych zmian może uczynić z MFW instytucję skuteczną w globalizującej się gospodarce.This paper examines evolution of the International Monetary Fund and the impact that economic globalization has had on this institution. Particular interest was given changing facilities and functions of the IMF. The history of the Fund has been divided in four periods, marked by important events in the global economy. Being a pillar of the international monetary system at the time of its creation, the International Monetary Fund has been gradually losing its importance to become a relatively weak organization with hardly any impact on the system. Throughout most of its history, the IMF used to adapt too slowly to new economic and political environment, which broadly affected its effectiveness. Evolution of the Fund was generally driven by accepting new responsibilities. As a result, the IMF became a financial conglomerate, without clearly defined identity. The financial crisis of 2008 showed that the Fund needs reforms. Most crucial changes are those concerning members’ quotas and their voting power, as well as the functions and the rights of the Fund. Only under such conditions may the IMF become an effective institution in the globalized world
