1 Regulating the Ladder of Investment in NGN Access

Abstract — Since the telecommunication industry’s next big move is Next Generation Network, a rethink of existing regulatory framework will need to be considered. This pa-per touches on the challenges involved in regulating compe-tition in access networks with respect to the complete ladder of investment, i.e. resale, bitstream, full unbundling, subloop unbundling and building the complete infrastructure. Re-lated to these challenges, the paper describes the method of research which will be applied to develop an adequate regu-latory strategy. For the purpose of this paper, the adequate regulatory strategy is defined as being the one bringing maximum value to society. I
