Korea is one of the first countries to emerge from the recent global financial crisis—thanks to the magnanimous efforts of its workers, businesses, and the government—and macroeconomic indicators are recovering their pre-crisis levels. But labor market indicators show no signs of recovery, and the pre-crisis structural problems persist. Weakening job creation, which has failed to keep pace with the growing economy of the past decade, is posing challenges to the labor market as well as to industrial relations.
