This paper uses the example of a change in the regulatory environment of a particular sector to examine the role of organisational capabilities in firms ’ ability to respond to change. The central role of dynamic capability in implementing mandated technical change is established using quantitative techniques. Qualitative research is then used to explore the nature of dynamic capability. It is argued that dynamic capability is a function of both the tacit perceptions held by the firm and deliberative, problem-solving processes
