: The Performance of Departement of Education in Improving Quality of Education (Case Study toward 2009-2014 Strategic Plan of Department of Education, Malang) In achieving the objectives of the country can not be separated from the human resources of the country. Furthermore, to obtain a good human resources can be achieved through education. Therefore, education is an important concern in achieving the purpose of the State. Quality of education in Indonesia is still low. In Malang, educational problems cause the quality of education that needs to be evaluated. The state of education in Malang has sparked government through policies and programs organized by the Department of Education Strategic Plan 2009-2014 Malang. This research is a descriptive qualitative research based on case studies in Malang. In using the Strategic Plan as a guide to improve the quality of education policy, the results show that all policies and programs that are conducted by the Department of Education Malang all going well. Organizing a budget can also be allocated properly. However, the results of performance indicators of performance in accordance with performance reports (Public Agency Performance Accountability Report) and data KPI (Key Performance Indicators), Malang City, Department of Education, shows that of the 15 performance indicators there is an increase in the 9 indicators and other indicators declined 6 of in 2011 to 2012, amounting to 40% of the performance indicators are still declining. This is an important need attention and need to be pursued further through improved performance in accordance with the policies that have been drafted
