This paper charts the main changes in security industry regulation in Australia from the 1980s to the present time, and provides a critique of the regulatory framework and the change process. Change has largely been driven by recurring conduct scandals, with governments obliged to introduce increasingly more stringent integrity checks and competency standards in an attempt to diminish widespread concerns about the industry. Despite the lack of strategic planning, a significant learning process is evident and a clear model of best practice has emerged.
