This study was the outgrowth of the concern of the County Superintendents and Extension Directors in twelve north Iowa counties about the type of educational opportunities being provided for the youth of their counties. The counties cooperating in the study were Bremer, Butler, Cerro Gordo, Chickasaw, Floyd, Franklin, Hancock, Howard, Mitchell, Winnebago, Worth, and Wright
