The subject of this research is to understand the process and the key characteristics to develop harbor tourism. Research background: Budai Harbor, Taiwan. Budai Harbor is located in the Budai town Chiayi County, Taiwan. The town was named from a bag shape because the terrain resembles are alike the bag. According to the history of Budai Harbor is the nearest harbor to Xiamen, China in geography. The harbor was developed back from Zheng Cheng gong period during the 17th century. Due to moderate geographical location, the fishing resources are very rich. The modern local council has turned the area into a success fish market. This fish market was planned early, this leads the result of Budai Harbor has become one of the famous tourist location in Chiayi County. You may experience with sea sighting, full of seafood, and enjoyable beautiful sunset leisure time. The successful development of the Budai Harbor needs many factors or conditions including the infrastructure, the natural environment, historical, humanities and the government resources. The most important the harbor needs to carry out its feature to attract tourist attention. But how to build another successful Harbor tourist location is a challenging topic.
