Note:The thesis deals with the leadership role of a law and order oriented bureaucracy in the implementation of a comprehensive programme of rural development in Pakistan.. The findings lead to the conclusion that the district bureaucracy is a long way from becoming a development administration, as envisaged in the Basic Democracies Order, 1959. However, as a result of pressures from the political system and the formation of a new strategy, district administration is undergoing changes, and finally being enlisted behind the task of rural development
