The theory of dielectric constant of alkaline earth Oxide crystals is explained in terms of short-range and exchange charge interaction polarization mechanisms, which arise from charge redistributions occurring when the ions move with the resulting changes in electron overlaps. In terms of those mechanisms the deviation of effective ionic charge from its normal value is discussed and determined. Finally, the polarizabilities of alkaline earth and oxide ions in crystals are also determined and it is found that for positive ions the polarizability increases and for negative ions it decreases from that in the free state
