The field of a charge moving along the axis of a cylindrical wave guide, which is filled with a moving dielectric is obtained. Simple expressions are derived for the total energy 1088 due to the Cherenkov radiation and the excitation of plasma waves. The energy of the continuous spectrum is found to be concentrated at certain discrete frequencies, as using in a wave guide
