The paper considers electronic governmental activities from a business perspective, resulting in a so-called governmental value chain model. This model aims to support practitioners for better understanding and realisation of joint organisational and information system innovations in the public sector. It consists of a legislative, administrative and juridical function embracing three fields of legislative governance, administrative (resource) management and governmental service delivery management. Each field is structured after a strategic-constitutional, tactical-intermediation and operational-retail level.
