In the Netherlands, a change of administrative structure will be realised. Tasks, competencies and means will be decentralised from the national level to the regional authorities. Mobility problems are considered to be regional problems and, therefore, regional authorities should have a central role in the formulation of policy. The way tasks, competencies and means are decentralised, is aimed at stimulating integral policy. In this paper, several developments and the change in relations between the several authorities are described. The paper is concluded by a consideration of the question if the decentralisation will contribute to a more integral policy
